Yes, Steven, spot on!

Ben Wright advocated the deliberate inclusion in CAT processes of 
off-target items to probe for "holes" and "special knowledge", but the 
advocates of CAT were using "testing efficiency" as its selling-point and 
ignored him.

Efficiency in CAT testing has always been over-rated. Back in 1991, I noted 
this superstition: "2) all the benefits of CAT ride on managing to 
administer the absolute minimum number of items"
