[Rasch] Software to analyse and compare school results

Two ideas spring to mind immediately:
NWEA in Portland Oregon
CEM Centre, U Durham (UK)


The Institute of Senior Educational Administrators of NSW  (ISEA), a professional 
body which is also registered as a Union, annually makes an award to a person 
(or persons) who have made a significant contribution towards public education 
in NSW, Australia.
The 2009 award went to Robert Cordaiy, who has been the main person in 
developing the SmartPack for NSW schools - this is an electronic system which 
allows schools to upload data (e.g. Basic Skills, ELLA, NAPLAN, HSC), analyse the 
data in various ways, compare with like schools, etc etc.

I'm after some ideas of some places to where Robert could travel to see what 
others have done in this field, expand his ideas, etc.

Any ideas would be welcome.
