Hi Iasonas,
If the tests have cut-scores/grade boundaries set on them (as GCSEs and A levels do in England) then it might be possible to try the 'similar items' method suggested in this paper: http://www.cambridgeassessment.org.uk/Images/374813-maintaining-test-standards-by-expert-judgement-of-item-difficulty.pdf

This is based on smoothed empirical item curves rather than the Rasch model.

The items are not the same, but perhaps they are similar enough for
"virtual equating" to be feasible -
